The first is to create a tens-billion-level industrial cluster, focusing on promoting the "coal-phosphorus chemical integrated coupling project", covering modern coal chemical sectors such as synthetic ammonia, nitric acid, nitro compound fertilizer and phosphorus-based chemical products.
